George T. and James Sage, John D. Pinckney and David Austin made the first settlements within the present city in 1834. The settlement was first known as Livingston Centre, from its location in the county. It was platted in 1835 by Flavius J. B. Crane, from Edward Brooks, who named it for Thomas Howell, a friend of Mr. Crane and son of Judge Howell, of Canandaigua, N.Y.

Mr. Crane became the first postmaster on January 15, 1836. This settlement was incorporated as a village in 1863 and as a city in 1914.
